As Spring Hill developed into a community of families, residents realized the need for an organization to provide a platform for ideas aand suggestions for the community. The Spring Hill Civic Club was founded on June 5, 1968. Shortly thereafter a Women's Auxiliary was formed to help support the goals and objectives of the Club.

From the very beginning the club had taken an agressive role in advocating services and amenities for the families of Spring Hill. The club donated funds for fencing the baseball fiels at Pioneer Park as one of their first endeavors. Next came the library that was located in a shed style building with books kept in a closet. Librarians endured the rain, heat, cold, bugs and a variety of smells until construction began on the Little Red School House. The Civic Club and the Women's Auxiliary donated the funds for additional books for the new library.

The community center, the library and 22.8 acres were deeded over to the Civic Club by the Deltona Corporation in 1981 and in 1983 with a $1.00 year to year lease with the county library expaned. The week of October 28, 1991 marked the 20th anniversary of the Little Red School House Library.

In April 0f 1984 the Spring Hill Civic Club became the Spring Hill Civic Association and the Association took on the responsibility of the community's deed restrictions in 1986.

One of the Associations accomplishments was the successful effort to lower utility rates and getting the Deltona Corporation to repay $1.36 million in overcharges to approximately 21,000 customers. The Association was a strong advocate for street lighting for Spring Hill and led the movement for a Postal facility in the Spring Hill Shopping Center.

As the years passed the Spring Hill Civic Association became the Spring Hill Community Association and continued to persue beneficial programs for the residents of Spring Hill, most notably the Annual Angels on High Holiday celebration. More recently the Spring Hill Community Association organized, sponsored and hosted Spring Hill's 40th Birthday Celebration and the St. Petersburg Times Concert Series, held at the Palmwood Pavillion behind the Lake House.
